Dr. McCartney, the department chairman since 1994, also serves as the medical
director of the Great Plains Lions Eye Bank. In addition, he serves on the Peer
Case Review Panel of the Texas Ophthalmological Association. Dr. McCartney
received his medical education from the University of
Texas Health Sciences Center at San Antonio and his
residency training at the University of California at
San Francisco. He was then a fellow in cornea,
external disease, and anterior segment surgery at the
Wilmer Eye Institute of The Johns Hopkins Hospital in
Baltimore. His research interests include drug
delivery to the ocular |

surface via
corneal collagen shields, in vitro and in vivo
evaluation of new quinolone antibiotics, and
biomechanical factors leading to excessive post
corneal-transplant astigmatism. He joined the faculty
in July 1987. |
