Until recently, Dr. Spencer was the Armed Forces Medical Examiner at the Armed Forces Institute of Pathology in Washington, D.C. He is both a physician and an attorney. He served as Regional Medical Examiner for the Pacific and Medical Director of the U.S. Naval Hospital in Japan prior to retiring from the Navy in 1993. He established the Lubbock County Medical Examiner's office and in 1996 became the Armed Forces Medical Examiner. During his tenure, his office was involved in the investigation of several mass disasters and terrorism incidents. He drafted a federal law on death investigation in military cases that became effective in 1999. In March 2001 he became Professor of Pathology and Director of the Forensic Pathology Division at Texas University Medical School/Center.
