Assumptions In Preparing Planning For the DFW 4-Year Satellite Doctor of Pharmacy Degree Program

The following assumptions will be utilized in planning the DFW campus expansion:

  1. Building - The School will plan for two buildings. The first is to continue full use of our existing VA building in support of faculty and P3 & P4 programs in the Metroplex. The second will be to support the P1 & P2 programs, additional faculty offices, teaching and faculty research laboratories, and SOP administrative offices. The location of the second building may be on the VA campus, or perhaps in a more central location within the Metroplex (Irving or Arlington). We will need to secure leased space in DFW until such time as permanent facilities can be constructed.
  2. Students - We will develop budgets and plans for two different entry class sizes - 36 and 78 students. The former class would allow us to continue sending 36 students from Amarillo to DFW for their P3 & P4 years (a total of 72 students in DFW); thereby, reducing the start-up costs for the program. Eventually, we would like to enroll 78 students in Amarillo and 78 students in DFW (total of 156) with all 78 Amarillo students being trained in their P3 & P4 years in West Texas communities (sites TBA).
  3. Curriculum - The basic same curriculum of the SOP will be delivered on both campuses (there will likely be some revisions independent of the 4-year satellite program). The curriculum should not be changed simply to accommodate the satellite program.
  4. Curriculum Deliver - The P1, P2 and P3 didactic courses will be delivered to all campuses using distance learning technologies, but every attempt will be made to secure newer technologies that utilize streaming audio/video rather than heavy dependence on 2-way live television. Our planning shall base its projections on these more current technologies. Care will be taken to ensure that the technologies maintain or reduce faculty loads, rather than add to their burdens.
  5. Faculty - The research-focused tenure track pharmaceutical sciences faculty members will be maintained in Amarillo; we will not develop a second campus of these faculty. We anticipate the need to add tenure track pharmaceutical sciences faculty members in Amarillo to support the expanded number of students. We will also need to deploy some full or part-time non-tenure track pharmaceutical sciences faculty members to DFW to support laboratory and small group instruction. Additional pharmacy practice faculty will need to be deployed to DFW to handle the additional students. Also, when the class size expands to 78 students in DFW and 78 students in Amarillo, an additional complement of faculty will be required to conduct the practice curriculum for the additional 36 West Texas students that are currently being sent to DFW.
  6. Organizational Structure - Once the nature of the programs and number of faculty members to be hired are clear, the faculty will review the basic organizational structure of the SOP, examining the overall structural elements to recommend the best structure to insure program effectiveness, faculty representation and how best to meet faculty needs. The process will consider the Dean's office (various associate and regional deans) and both departments.
  7. Student Services - The SOP will deploy a single set of admissions and progressions criteria for both the DFW and Amarillo campuses. Student services will be comparable on both campuses. We will need to add student services staff (professional and clerical) to DFW to support that campus.
  8. Professional Affairs - Special attention will be given to ensure the professional socialization of our students on each campus and across the entire curriculum.
  9. Clerkship Support - Expanded student loads will require a more extensive clerkship management structure and appropriate technology support.
  10. Research - In planning the expansion of the DFW campus, special attention will be given to developing incentives and strategies to enhance the research productivity of the DFW-based practice faculty and greater opportunities to collaborate between the Amarillo Pharmaceutical Sciences and DFW Pharmacy Practice faculty.
  11. Campus Infrastructure - The University will need to provide basic support services to the DFW campus, comparable to those offered on the Odessa/Midlands campus. These include Information Technology, Physical Plant, Security, Human Resources, etc.
  12. Projected Start Date - Given the requirements to secure faculty, University Administration, Regents, Higher Education Coordinating Board, and American Council on Pharmaceutical Education's approval (in that order), the very earliest, most optimistic date we could possibly start the DFW program would be fall 2004, and then only with a small entry class of 36 students. Significant state budget problems may require us to delay our plans to Fall 2006 as a more realistic start date. However, for current planning purposes, we will use our plans for the following schedule:

    FY05 (Fall 2004) P1 - 36 students

    FY06 (Fall 2005) P1 - 36 students

    FY07 (Fall 2006) P1 - 36 students

    FY08 (Fall 2007) P1 - 78 students
