HSC OP: 70.60, Remote Work
PURPOSE: This Texas Tech University Health Sciences Center (TTUHSC) Operating Policy and Procedure (HSC OP) establishes that all employees engaged in remote work follow this policy and the Texas Tech University System Regulation 07.13. TTUHSC offers work strategies that include remote work options to maximize productivity and add flexibility in alignment with our Values-Based Culture.
REVIEW: This HSC OP will be reviewed in December of each odd-numbered year (ONY) by the Associate Vice President of Human Resources and the Executive Vice President of Finance and Operations.
POLICY/PROCEDURE:
All employees (faculty and staff) of Texas Tech University Health Sciences Center (TTUHSC) who currently or seek remote work must follow the established Texas Tech University System Regulation Remote Work 07.13 and this HSC OP 70.60.
1. Definitions
a. Employees: All faculty and staff employed by TTUHSC, regardless of FTE status.
b. Occasional Off-Site Remote Work: Occasional performance of regular work duties at a location other than the assigned place of employment.
c. Ongoing Remote Work Arrangement: A remote work arrangement where the employee’s work schedule is performed at the Remote Work Location on a regular, ongoing basis (i.e., one month or longer). This would include an expected average of two (2) or more work days per month of remote work on an ongoing basis.
d. Out-of-State Remote Work: Remote work is conducted where the worker is physically located outside of the State of Texas for any time, excluding work described under System Regulation 07.13 Section 6(q).
e. Remote Work Location: An approved alternative work location apart from the employee’s campus, office, or facility. All Remote Work Locations must be approved per the terms of System Regulation 07.13.
f. Remote Work Request: The electronic version of the Remote Work Agreement. This is required for all remote work that is not temporary, occasional, or otherwise exempted by System Regulation 07.13 Section 6(f).
2. Requests and Approval
a. All employees are required to have a fully approved TTUHSC Remote Work Request (also referred to as a Remote Work Agreement) before engaging in an Ongoing Remote Work Arrangement.
b. The maximum duration of an approved Remote Work Request is through the end of the current fiscal year. Fiscal years run from September 1st through August 31st of the following year.
c. Out-of-State Remote Work: All employees who will be performing non-occasional remote work by physically being located outside of the state of Texas, excluding work outlined in System Regulation 07.13 6(q), are subject to prior written approval following System Regulation 07.13, this HSC OP, and the Remote Work Request requirements.
d. The employee is required to fill out the Remote Work Request appropriately, reflecting the correct city and state where the Ongoing Remote Work will be conducted.
e. The employee’s supervisor shall contact Human Resources for approval before any remote work outside of Texas occurs for longer than one (1) month.
3. Expectations
a. A remote work arrangement does not alter an employee’s work relationship with TTUHSC, nor does it alter the at-will relationship between the employee and TTUHSC or create an entitlement or right to ongoing employment. A remote work arrangement does not relieve an employee’s obligation to observe and comply with all applicable System Regulations and TTUHSC Operating Policies and Procedures, rules, and directives.
b. Approved remote work is a privilege and not appropriate for all position types. TTUHSC and/or a Supervisor may, at its discretion, adjust or modify, temporarily suspend, revoke, or discontinue a Remote Work Agreement or Other Remote Work Arrangement at any time and for any reason.
c. The Remote Work Location must be physically located within the United States for any employee or position considered for a remote work arrangement.
4. Provisions
a. This policy applies to all employees of TTUHSC who currently or seek to engage in remote work.
b. Volunteers shall not be eligible for remote work.
c. TTUHSC employees engaging in remote work shall conduct business only at the employee’s approved Remote Work Location during customarily scheduled and supervisor-approved work hours.
5. Right to Change Policy
TTUHSC reserves the right to interpret, change, modify, amend, or rescind this policy, in whole or in part, at any time, without prior notice or consent of the employee or employees.
