Citation appeal status may be checked online.
Appeals to the HSC Parking Services Office must be made online within 10 calendar days of the alleged violation. An individual has 3 opportunities to appeal a citation.
A first appeal will be reviewed by the Administrative Review Officer (ARO). You must appeal the ARO's decision within 10 days of the letter denying the first appeal.
A second appeal will be reviewed by the Parking Appeals Committee.
A final appeals hearing may be provided should the individual wish to contest the findings of the Parking Appeals Committee. The Hearings Officer will be appointed each year by the Law School Student Bar Association. The final appeal must be submitted within 10 days from the date of the letter denying the second appeal. Individuals appearing before the Hearings Officer must bring any supporting documentation. The decision of the Hearings Officer is final and no further appeals will be provided. Individuals who fail to appear at three scheduled hearings before the Law School Hearings Officer will have his citation(s) ruled valid and no further appeals will be provided.

All citations must be paid or appealed within 10 calendar days of issue. A $5 penalty will be assessed after the 10th day. They may be paid either in person at the HSC Parking Services Office or online using a major credit card.
- Faculty, Staff and Others: Vehicle registration will be withheld until all citations have been paid.
- Students: Overdue citations may be applied to a student's tuition statement if left unresolved or may result in an administrative hold, restricting subsequent academic registration and the withholding of a student's transcript until such time as the obligation is satisfied.
- Note: Four valid violations within the academic year may result in the revocation of the individual's parking privileges for a period of 90 days. If, at the end of 90 days the individual's parking privileges are restored, a single violation of the Regulations may result in permanent revocation for the academic year.
Additional information for submitting an appeal for a parking citation:
- A factual statement supporting why a citation should be dismissed is required. Opinions and/or a lack of knowledge of Texas Tech University Health Sciences Center parking regulations are not valid reasons for an appeal.
- Each parking citation must be appealed individually (avoid references to other appeals).
- The individual appealing the citation is responsible for providing supporting documentation (reference letters, receipts, pictures, etc.). Parking Services will NOT make additional efforts to obtain this information.

- Parking in spaces reserved for persons with disabilities requires the correct motor vehicle permit and the appropriate state-issued placard or license plate.
- State placards or license plates must be displayed at all times when a vehicle is parked in these areas.
- The designated disability parking areas are reserved 24 hours daily.

The State of Texas Legislature has passed a bill that requires us to notify you of the repercussions of not registering your vehicle in the State Texas. BE ADVISED: If you are the owner of a vehicle and are a Texas resident and fail to register your vehicle in this state or to display a current and appropriate inspection certificate issued under Chapter 548, Transportation Code, you may be violating state law.
- Register by completing the appropriate forms, paying the appropriate fee, and properly affixing the permit on the motor vehicle.
- Permits are required to operate or benefit from the use of a motor vehicle on the Texas Tech University Health Sciences Center campus.
- TTUHSC faculty/staff and students are required to register their motor vehicles with the Parking Services Office on or before the date they commence operating a motor vehicle on campus. Faculty/staff may receive an additional sticker for use on a second car.
- Operation of a motor vehicle without a permit on campus is a violation of TTUHSC policy.
- For faculty and staff, registration is for twelve months or through the end of the fiscal year (August). For students, registration is for nine, twelve, or fourteen months.
- Upon termination of employment with TTUHSC, an employee's parking privileges will be canceled.
Renewal: Persons assigned reserved and area reserved spaces will be notified no later than August 1 of each year. Employee permits with no unpaid citations or fees will have their existing vehicle registration automatically renewed on August 12th. If an employee permit was not automatically renewed due to unpaid fines or fees, once the balance is paid, the employee can renew their permit on the Parking Services website. Spaces that are not renewed by September 1st will become available for others to purchase. If an employee plans to be absent from the campus during the summer, he/she should make parking arrangements before leaving.
Permit Payment
Credit card (Visa or MasterCard) "online only" or payroll deduction (faculty/staff only) are accepted.

Complete a Parking Payroll Deduction Authorization online via the TTUHSC Parking Services website. Faculty and staff currently on payroll deduction are only required to update their vehicle registration as needed and all changes can be made on the Parking Services website. Payroll deduction will continue until the employee elects to have it terminated.
Payroll Deduction Authorization Terms and Conditions
By authorizing payroll deduction for a parking permit for the TTUHSC Abilene Campus, the registrant understands and agrees to the following:
- Vehicle registration payroll deduction can be made from Texas Tech payroll checks only;
- The annual vehicle registration fees are subject to change and I hereby authorize my payroll deduction to be changed for the duration of my employment at TTUHSC or until I take action to terminate payroll deduction;
- I must remit payment in full to the Parking Services Office for any months not covered by payroll deduction;
- If I choose to cancel the payroll deduction, I must notify the TTUHSC Parking Office in person and understand that the cancellation will be effective for the payroll processed after the first of the month following the receipt of the cancellation notice in the Parking Office.
- My vehicle registration permit can be revoked, and the TTUHSC Parking Office can terminate the payroll deduction in the event of unpaid parking tickets or failure to pay the required amounts due for the permit.
- Upon separation of employment from TTUHSC, I must remove and surrender the vehicle registration permit decal to the Parking Office. Upon receipt of the permit decal, the Parking Office will initiate any refund which may be due to me.

You may elect a pre-tax parking deduction by agreeing to this during your initial parking permit and vehicle registration, or existing permit holders can opt in on the TTUHSC Parking Services website. Changes will be reflected on your earnings statement, available in Raiderlink/Webraider, effective within 30 - 60 days after submission of the pre-tax parking election. Payments are deducted from employee paychecks on a pretax basis, reducing Federal Income Tax Withholding and Social Security Tax Withholding, and increasing take-home pay.

All TTUHSC students must purchase their parking permit through the Parking Services website each year they are parking on the TTUHSC campus. You will keep your current non-expiring parking permit each year once your renewal is completed, unless a new permit is required. If you need to pay in cash, please go to the Parking Services office in Room 1208 to process your payment.

Exact cash, check, money order, or credit/debit card (online only). Make checks and money orders payable to TTUHSC for the exact amount due. We can only accept credit or debit cards for online payments via the Parking Services website.

Access your Employee Parking Dashboard online and follow the instructions for enrolling. Deduction renews each fiscal year automatically.

On the inside of your windshield, on the lower left driver’s side, above or below your Texas vehicle registration sticker.

Send an email to parkingservicespermianbasin@ttuhsc.edu with the make, model, color, year and license plate of the temporary vehicle, along with the date you will be parking it on campus.

- Remove the parking permit from your original vehicle and place it on the new vehicle.
- Update all vehicle information on the Parking Services website for the new vehicle you will now be driving. Your parking registration will not be valid until you update this information.

You may also obtain a replacement permit if you are unable to retrieve the permit from your vehicle.

Ask the repair company to transfer your permit and other stickers to the new windshield. If this is not possible, remove the permit and purchase a replacement permit for a $2 fee.

You may park at your own risk on the streets surrounding the TTUHSC campus. Many streets allow parking on only one side, so watch for informational signs posted by the city. A map showing commonly used areas is included in the Parking Information Packet.

Park in your designated space or parking area. Then immediately notify the Parking Services Office of your situation to avoid receiving a citation. Depending on the circumstances, you may need to obtain a Temporary parking pass.

You may request that your appeal be sent to the Traffic and Parking Appeals Committee for a second review.
