“When the governor decided not to expand Medicaid, he had probably very good reasons,” said Dr. Gary Ventolini, regional dean for Texas Tech University Health Sciences Center School of Medicine, adding that Perry didn’t like the prospect of the state having to cope with all the strings attached to federal money, including for the health insurance exchanges.
